Personal Backup is a private utility that copies its owner's own files to the owner's Google Drive.
It has one user, the owner. It is not offered to anyone else, and there is nothing to sign up for.
It uses Google Drive access limited to files it creates. It cannot see any other file in the owner's Drive.
